Retrospective plans for waste operation at farm near Louth

Retrospective plans have been submitted to carry out a waste operation at a farm.

Applicant James Casswell has now applied to Lincolnshire County Council (LCC) to carry out the importation, storage and processing of waste at Manor Farm Estate, Fulstow, near Louth, having already been in operation for five years.

The proposal involves the importation of approximately 3,000 tonnes per year of construction, demolition and excavation waste, which would be crushed and screened for use as a soil conditioner across the wider agricultural holding. The waste is not chemically or biologically reactive.

The operation has been going on since 2021 and the applicants are seeking permission from the county council to legally regularise the ongoing waste operation.

In a statement, Mr Casswell, said: “The proposed activity is an essential evolution of the J and M Casswell farming business.

“By choosing a location that protects residential amenity, supports three full-time jobs, and maximises logistical efficiency, the farm is operating in full alignment with MWLP (Minerals and Waste Local Plan) policy three.

“This process provides a vital soil purifier for the land while maintaining the harmony of the Manor Farm Estate.”

He added that there have been “zero recorded issues or nuisances regarding dust, noise, or disruption to neighbours” since the operation was established.

Neil McBride, head of planning at LCC, has carried out an initial assessment of the plans and said that the plans are “unlikely to significantly affect controlled waters or result in complex or hazardous impacts”.

However, the county council is continuing to assess the proposals and no decision has yet been made. A final decision will be made at a later date.

A public consultation has also been opened in response to the plans and it will remain open until June 12.
