Housing

Abdul Manan Noori, 43, of Roding Court, Emlyn Gardens, London. On or about March 21, 2016, did manage or have control of a House of Multiple Occupation at Tunnard Street, Boston, which was required to be licensed but which was not so licensed; at Tunnard Street, failed to comply with the duty to provide information to occupants in accordance with regulations made in respect of a house which was in multiple occupation in that he failed to provide the landlord’s contact details in a prominent position; at Tunnard Street, seven charges of failing to comply with the duty to take safety measures by 1) failing to ensure a working fire detection system working at the time of inspection, 2) the light switch in the third floor attic room was unsafely sited, 3) the soffit and spandrel to the stairs were damaged and would not give 30 minutes fire protection, 4) doors within the property were damaged and compromising their effectiveness, 5) the fire door to the kitchen did not have a closer or smoke seal, 6) the drains to the rear of the property were in a state of disrepair, 7) there was no handrail to the stairs giving access to the room on the third floor; at Tunnard Street, Boston, three charges of failing to comply with the duty to supply and maintain gas and electricity in that 1) he failed to provide a gas safety certificate on written request, 2) he failed to provide an inspection and test report for the electrical installation on written request, 3) the gas casing to the gas meter to the front of the property was damaged and as such allowed unrestricted access to the gas metre; at Tunnar Street, Boston, 11 charges of failing to comply with the duty to maintain common parts, fixtures, fittings in that 1) lighting in common parts did not work, 2) the carpet was dirty and presented a trip hazard, 3) the flooring in the house was dirty and in a state of disrepair, 4) there was an unprotected light in the bathroom, 5) there was damp to the walls in the hallway, 6) the electric cooker and hood were in a dirty state, 7) the kitchen cupboards and work surfaces were dirty and in a poor state of disrepair, 8) the fridge freezer was dirty and mouldy, 9) the walls to the kitchen and utility room were dirty and in a state of disrepair, 10) the window to the utility room had no handle and was prevented from being closed due to an electrical cable, 11) the sanitary ware in the ground floor bathroom was dirty and damaged; at Tunnard Street, Boston, three charges of failing to comply with the duty to maintain living accommodation in accordance with regulations in that 1) the window to the ground floor front letting room was in a state of disrepair, 2) there was damp and disrepair to the walls of the first floor middle bedroom and 3) the baulstrade around the stairwell in the attic room were in a state of disrepair. £1,000 fine, £1,327.78 costs, £100 victim surcharge.

Assault

Manuel Brandao, 38, of Morton Terrace, Haven Village, Boston. At Boston, assaulted another by beating them, at Boston, stole a sim card of a value unknown belonging to another. Community order made to include rehabilitation activity for a maximum of 15 days, 60 hours’ unpaid work, £100 compensation, £85 victim surcharge, £620 costs.

Harassment

Hazel Jayne Cooper, 31, of Lenton Way, Frampton. Between December 22, 2015, and January 14, 2016,. pursued a course of conduct which amounted to the harassment of another which she knew or ought to have known amounted to the harassment fo her in that she sent a series of unwanted abusive messages via electronic communication; at Wyberton, with intent to cause another harassment, alarm or distress, used threatening abusive or insulting words or behaviour or disorderly behaviour, thereby causing that person or another harassment, alarm or distress; at Wyberton, drove a vehicle dangerously on the A16 Spalding Road and London Road. Community order made to include rehabilitation activity for a maximum of 10 days, restraining order made, £150 fine, £60 victim surcharge, £150 costs, disqualified from driving for 12 months.

Drink-driving

Helen Jayne Thornalley, 50, of Wigtoft Road, Sutterton. At Boston Road, Sutterton, drove after consuming so much alcohol that the proportion of it in breath equalled 90 microgrammes of alcohol in 100 millilitres of breath (legal limit 35). £735 fine, £73.50 victim surcharge, disqualified from driving for 23 months.

Failure to comply

Emma Jean Frost, 30, of Wellington Road, Boston. At Queen Street, Boston, when suspected of having driven a vehicle and having been required to provide a specimen of breath for analysis, failed without reasonable excuse to do so. £255 fine, £30 victim surcharge, £85 costs, disqualified from driving for 14 months.
