The bags, along with other carrier bags full of waste, were dumped next to an overflowing litter bin.

The council confirmed it had issued a number of fixed penalties on the back of the fly-tipping incident, with culprits facing fines of up to £400 per offence.

In a tweet sent out on the council’s account, it said: “Please do not be tempted to leave additional waste near litter bins, some residents have done here and fines have been issued to a number of local residents today. This is classed as fly-tipping and FPNs will be issued.”

Cllr Yvonne Stevens, Portfolio Holder for Environmental Services, told the Standard that this was inexcusable and unacceptable behaviour.

“At this time of the year most towns see an increase of fly-tipping, both in the towns and in the countryside. I see it myself, and people often contact me about it,” she said.

“The change in the way the Household Waste Recycling Centre sites now run (Covid-safe) and with changed collections over this Festive period are an obvious possible factor.

“But there is absolutely no excuse for it, it is just not acceptable. The household waste sites are open and have plenty of slots for everyone, all you have to do is go online and book a slot beforehand.

“The enforcement team continue with their efforts to catch fly-tippers, and they do get caught and fined. There are fixed penalty fines of up to £400 per offence.”

Latest figures suggest fly-tipping has increased since the introduction of Covid restrictions at household waste sites.

A report to councillors records 108 incidents last October, rising to 149 in January. In March this year there were 172 incidents reported, a figure that has risen almost every month since, hitting 268 in September (the last month figures are collated in the report.

The number of small van incidents of fly-tipping has risen from 118 in the quarter 2 of 2019/20 to 381 in the same period for 2020/21.
