PLANNING WATCH: New developments await decision in Skegness area
A number of planning applications affecting the Skegness area remain under consideration by East Lindsey District Council, with local residents invited to view and comment on proposals spanning leisure, business and holiday-park developments.
Outdoor swimming pool at historic Church Farm, Winthorpe
A noteworthy application covers the construction of an outdoor swimming pool within the curtilage of the listed Church Farm at Church End, Winthorpe, near Skegness. Documents lodged with the council show this proposal (ref: 03514/25/FUL) seeks permission for a pool to be installed on the grounds of the historic farmhouse — a building of heritage significance in the village.
A companion application (03515/25/LBA) separately seeks listed building consent for internal alterations and associated works connected to the pool project.

Commercial units at former Elms Golf Course
Plans have also been submitted for development at The Elms Caravan Park and Fishing Lakes on Orby Road, Addlethorpe, on the edge of Skegness. The hybrid planning application seeks to change the use of land — including the siting of caravans and mixed leisure uses — on what was once part of the Addlethorpe Golf Course.
Although originally reported in earlier phases of the council’s planning cycle, the proposals include touring pitches, holiday accommodation and enhanced facilities, and attracted commentary from local councillors when first lodged due to concerns over traffic and environmental impact.
Caravan site expansion near Hogsthorpe
Separately, the council has recently approved plans for an extension to the Hill View Lakes Caravan Park on Skegness Road, Hogsthorpe — allowing an additional 41 static caravans, along with access roads and wildlife ponds, subject to conditions.
While that application has reached a decision, it typifies the kind of holiday-park growth pressures seen across the district — and underlines why new applications are of such interest to local communities.
Have your say
A snapshot of recent planning lists shows various other proposals still on the council’s register, ranging from housing applications to nursery conversions — evidence of ongoing development activity in the wider area.
Under East Lindsey’s planning rules, members of the public can search, view and comment on current applications via the council’s planning search portal. Residents are encouraged to register if they wish to follow progress or submit formal comments.
All of these applications remain under consideration or subject to conditions, and will be decided in due course.
