New policy empowers communities to take on local buildings and land in West Lindsey

West Lindsey District Council has launched a new policy to support communities in taking ownership or management of valued local buildings and land.

The Community Asset Transfer Policy (April 2026) sets out a clear and transparent framework to help town and parish councils, as well as voluntary and community organisations (VCOs), apply to take on council-owned assets where this will enhance local services, protect facilities, and benefit residents.

The policy applies to selected freehold assets owned by, or under the stewardship of, the council. It outlines how proposals will be assessed, including consideration of organisational capacity, governance, risk management, long-term sustainability, and the wider social, economic and environmental benefits.

Coun Owen Bierley, chair of the Corporate Policy and Resources Committee, said: “This new policy provides a consistent and transparent framework for community asset transfer. It will strengthen partnership working between the council, town and parish councils, and community organisations to safeguard valued local assets and support community wellbeing across the district.”

A Community Asset Transfer enables land or buildings to be permanently or temporarily transferred into the stewardship or ownership of a Town or Parish Council or VCO. The policy is separate from the process for nominating Assets of Community Value (ACV).

Peter Davy, director of Corporate Services at West Lindsey District Council, added: “The policy outlines a staged application process, including the requirement for a robust business case and feasibility assessment, ensuring all proposals meet our due diligence standards.

“Leases will include safeguards such as asset locks to protect community benefit, alongside provisions that allow assets to return to the Council or its successor if conditions are not met.”

Organisations interested in exploring a Community Asset Transfer will need to submit a written Expression of Interest identifying the land or building and explain why it is needed and the aims and objectives of the proposed transfer.

Expressions of interest and supporting documentation should be marked for the attention of the chief executive and sent to West Lindsey District Council, Guildhall, Marshall’s Yard, Gainsborough DN21 2NA.
