‘We’re not gagging anyone’ says town council clerk

Horncastle Town Council has denied claims that councillors Richard Barker and Alan Lockwood are being gagged.

Town clerk Amanda Bushell explained all councillors had agreed a comprehensive communications policy just weeks ago.

That policy states councillors can speak on issues (including in the media) provided they make it clear their views are personal opinions and they not representative 
of the town council.

Mrs Bushell explained councillors should only use their official title if the relevant issue has been endorsed by the council.

She said: “Some of the recent comments are on issues that have not even been discussed by the council.

“Councillors Barker and Lockwood are not speaking on behalf of the council - and they should make that clear in all correspondence.

“All councils have a similar policy. We are not gagging them and they are aware of the regulations.

“In fact, they voted for them - along with all other councillors - a few weeks ago.”

It is understood some councillors feel comments made by Coun Barker and Coun Lockwood have undermined the town council’s ongoing work to improve the town for residents and visitors.

They are also concerned the comments could damage relationships with key organisations - including the county council and police.
