Pilgrims boss Craig Elliott says he won't be using the period of inactivity as an excuse, while opposite number Cowan expects the hosts to offer a stern test.
"They are a very strong team, a big team," Cowan told the Shropshire Star.
"I imagine their professionalism will be that individually they've been working hard away from training and the club.

"They had a great season last year and are a very competitive group. I enjoy going up against them, it'll be interesting to see how we get on with this new group of players we've got going in the right direction ourselves."
The Bucks are yet to be beaten over 90 minutes this season, securing home wins against Brackley (3-0) and Gateshead (1-0) in the National League North.
On the road they have drawn at Blyth Spartans (1-1) while their two FA Cup games, both away from home, went to penalties - Telford beating Chasetown but being knocked out by Leiston.
