Lincolnshire councils rich list revealed by TaxPayers’ Alliance

Greater Lincolnshire councils shelled out more than £6.1 million on their highest earning employees according to the TaxPayers’ Alliance’s 2020 Town Hall Rich List.

The list contains around 2,667 council employees from across the nation who received total remuneration in excess of £100,000 during 2018-19.

Big hitters include former Lincolnshire County Council chief executive Keith Ireland, who features 15th on the list and received £292,263 for his work, despite only being at the authority for four months before he left.

However, he is not the highest earner on the county’s books as two unnamed South Kesteven District Council staff feature higher than him, with earnings of £313,000 and £336,000.

A spokesman for South Kesteven District Council said: “From a salary perspective, South Kesteven District Council ranks 780th in the list, with a Chief Executive salary of £125k.

“The larger figures shown on the list are a result of a senior management restructure during the financial year 2018/2019, which inevitably incurred some one-off costs paid to the pension fund and redundancy payments to the individuals, in accordance with legislative requirements.”

They added that the costs would be recouped within three years and that the authority had a long-term plan for financial security and independence.

Lincolnshire County Council had 11 employees earning more than £100,000 in that year with the second highest earning £192,500 – no details are available as to who this is or what role they held.

The TaxPayers’ Alliance found that nationally 226 extra people earned more than £100,000 in 2017-18. The figures are the highest since 2013-14.

In North East Lincolnshire, Chief Executive Rob Walsh earned £189,750, appearing at 194th on the list. There were seven employees from the authority earning more than £100,000.

In North Lincolnshire, the Chief Executive and head of Paid Service Denise Hyde appeared 257th on the list, earning £180,996. A total of 12 employees earned above the £100,000 threshold.

City of Lincoln Council’s chief executive Angela Andrews appears 892nd on the list, earning a total of £140,140. Just two employees earned more than £100,000.

West Lindsey has three top earners occupying the 1556-1558th spots on the list, all three executive directors – Mark Sturgess, Ian Knowles (who took on the role of Chief Executive in December) and Eve Fawcett-Moralee – earned £117,681. They were the only ones to appear on the list and WLDC has since moved to a single chief executive with Mark and Eve both leaving the authority.

North Kesteven District Council’s Chief Executive Ian Fytche sits at 1,031st on the list for that year, earning £135,117. Just two employees earned more than £100,000.

South Holland District Council’s chief executive Anna Graves, who shares her role with Breckland District Council, features at 567th on the list. She earned £155,899 in that year. Due to the shared services model, it’s unclear as to how many staff earned above £100,000 at the authority.

Boston Borough Council’s chief executive Phil Drury, earned £115,489 in 2018-19, placing him at 1,678th on the list. He was the only one to earn over the TPA’s hurdle.

East Lindsey District Council employees did not feature on the list, however, a spokesman confirmed no single employee earned over £100,000 in that year due to a chief executive leaving and another taking up the role.  According to the council’s website the role – currently held by Rob Barlow – has a salary ceiling of £115,000.
